​Since its founding in 1980 as a 501(c)(3) nonprofit organization, Warren Redevelopment and Planning Corporation (WRAP) has been dedicated to supporting our community's growth and improvement, with a particular emphasis on preparing and implementing a development plan for the City's Design Review District. Under contracts with the City of Warren, WRAP currently performs the following functions:

Commercial Property Development

WRAP assists commercial development in Warren through the purchase, stabilization, and resale of commercial properties. We also provide public project management; assist with the sale of City-owned sites; and work with private developers on site selections, project design, and financing. 

Business Development

WRAP manages the Warren Business Exchange, a hybrid business incubator designed to nurture, support, and strengthen the "business-side" functions of each member company. We do this by providing structured guidance for existing, early-stage, and start-up companies. We also help our clients identify and Federal, State, and Local incentive programs. 

Development Consultation

WRAP provides economic development technical assistance on public- and private-sector projects in Warren. We also review development proposals submitted to the City of Warren and its Department of Community Development. Our reviews include a thorough analysis and an overall assessment of the merits each proposal offers.
